The median latency of 1,190 ms held stable from c1 to c16 concurrency — that stability is the real differentiator. If you're under $500/month or can't handle a 10-day KYC process, start with Decodo.
What I liked about Oxylabs
Dashboard
My first look at the Oxylabs dashboard made me feel like I was using the most professional proxy service I'd seen. That turned out to be true — the substance matched the presentation. Out of the 15 proxy services I've tested, Oxylabs has the best dashboard by a clear margin. Everything technical is right there from the moment you log in: on every other proxy I've tested, finding the endpoint format was at minimum a 5-minute documentation dig. On Oxylabs, it's on the screen within seconds of signing up.
The detail that made me stop: domain-level traffic breakdowns. I could check stats by target domain and see exactly which requests returned 200 versus 429 or 500. That's web scraping API-level diagnostics inside a proxy dashboard — I used it to diagnose an overnight job failure in under a minute. An account manager was visible and reachable from first login. Nothing felt bolted on.
Platform: Navigation is product-separated. Getting proxy credentials takes 3 clicks. Team management supports multiple roles and sub-user creation. Billing shows EU VAT-compliant invoices.
Developer: Endpoint format documented with working examples directly in the setup widget — your specific credentials pre-filled. One concrete detail: pr.oxylabs.com:7777 for residential proxies. Python, Node, PHP, and curl samples generated inline. Multiple endpoints do not increase concurrency — confirmed by support.
Scraper: The Web Scraping API playground lets you test request handling before production. For JS-heavy targets that return 0% with raw proxies, the scraping API routes through a different infrastructure path with JS rendering.
Ops: Domain-level analytics for diagnosing overnight job failures. Data lag approximately 15 minutes — workable for post-mortem, not live monitoring. Status page may not surface degradation incidents immediately.
Oxylabs Documentation is functional but less beginner-friendly compared to alternatives like Decodo or Smartproxy. While it covers the core aspects of setting up and using oxylabs proxies, new users may find the guides less intuitive and more technical than expected.
KYC outcome
I applied as an individual with a Czech-registered company. Approved. Bright Data's equivalent path frequently ends with "we don't serve individual accounts" — Oxylabs doesn't have that wall. The KYC is real and slow, but it doesn't discriminate by account type the way the top-tier providers do.
The use-case labeling in the sign-up flow is clearer than any competitor I've used. You pick your intended use case before selecting a plan — Oxylabs routes you to the right product rather than leaving you to figure out whether you need residential, ISP, or datacenter proxies. For e-commerce scraping, it correctly suggested residential rotating without upselling to the Web Scraping API tier. The setup widget gets you from payment to first request in under 5 minutes once KYC is cleared.
IP pool & rotation
In my 200-request pool drain, Oxylabs returned 200 unique IPs — 100% rotation rate, no repeat egress IPs across 200 sequential requests. Coverage spanned 46 countries without a country filter set. I've never seen a rotation rate this clean in practice. Most providers start repeating within the first 100 requests at global targeting.
The pool quality also held up on fraud checks — IPs scored well on IPQualityScore and ranked near the top in Proxyway's 2025 residential benchmarks for clean, residential-like IPs from real ISPs. The gap between advertised pool size (175M) and measured pool (45M) is real, but 45M unique routable IPs is still larger than most competitors' total claimed pools.
Concurrency stability
The median latency (p50) stayed within 50ms across every concurrency level from c1 to c16 — from single-threaded to 16 parallel requests. That stability is rare. Most providers show meaningful p50 drift as you add concurrency. Oxylabs doesn't, which means you can scale up without recalibrating your timeout logic.
This is the detail that doesn't show up in headline benchmarks but matters operationally. A p50 of 1,190ms at c1 and 1,209ms at c16 means the proxy infrastructure itself isn't the bottleneck as you scale. The p95 tail grows (2,743ms at c1 to 3,115ms at c16), but the stable median is the signal that the core pool is holding.
What I didn't like about Oxylabs
KYC friction and duration
Ten days from application to first live request. Day 2: documents requested. Day 8: flagged for a mismatch between my Turkish IP at application time and my Czech company registration. No one told me about the flag — I found out by asking support directly. Plan for at least a week if you're not applying from a US or western EU IP.
The process requires company registration documents, a VAT number, and in my case a manual geography review. There's no status page or progress indicator — you're waiting on emails with no visibility into the queue. Trustpilot shows approvals in 24 hours and 14-day delays — both are real, depending on your geography and company profile.
$30 minimum before any validation
There is no free trial. No 100 MB window. No 3-day sandbox. You pay $30 minimum before you make your first request, and PAYG purchases are non-refundable. That's not a trial — it's a minimum purchase. For any team running validation checks before budget commitment, this is a real friction point that the competition doesn't have.
Decodo gives you 100 MB free with no card required. Smartproxy gives you 3 days. Oxylabs gives you nothing. The 7-day trial in the marketing copy is for verified commercial accounts only — personal sign-ups are typically declined at KYC. Solo developers pay before they test.
No 500 GB tier
The subscription tiers jump from entry plans to high-volume enterprise configurations without a clean mid-tier option around 500 GB. Teams that have outgrown entry-level Decodo but aren't yet at enterprise Oxylabs scale find themselves paying for more than they need or negotiating custom pricing. The tier gap is real and it affects the buying decision.
PerimeterX = 0% with raw residential proxies
In my 37,914-request benchmark, every single request to PerimeterX-protected sites failed. Zero. Behavioral fingerprinting defeats IP diversity completely — it doesn't matter how large or clean the residential pool is. If your targets use PerimeterX, raw proxies won't help you. You need the Scraping API with JS rendering, which is a separate product at a different price point.
Billing support
Technical support was fast and accurate. Billing support was not. When I asked why the PAYG counter reset mid-cycle, the agent couldn't explain it. Escalated to a ticket. Forty-eight hours later I received a policy quote, not an explanation. The dispute was closed without resolution.
This tracks with the Trustpilot pattern: fast initial response, weak escalation, billing disputes that close without answers. If you're on an enterprise plan with a dedicated account manager, this probably isn't your experience. If you're on an entry plan, be aware of what the escalation path actually looks like before you have a dispute to escalate.
City-level targeting inconsistency
Country-level targeting works reliably. City-level targeting is inconsistent. In my testing, city filter requests frequently returned IPs from a different city in the same country — close enough to not trigger an error, but wrong enough to matter for geo-sensitive use cases. Support acknowledged this is a known limitation of the residential pool. It's not in the marketing copy.

IP Pool & Rotation
What's the measured rotation quality and geographic distribution?
Rotation was tested with 200 sequential egress checks through the proxy to api.ipify.org — every returned IP and country recorded. No country filter was set. This is the only honest measure of rotation quality: what does the pool actually deliver over a real run, not what the vendor claims in marketing.
Webshare free plan is limited to 10 dedicated IPs by design. Included as a reference floor — a paid Webshare residential plan would perform differently.
Oxylabs and Decodo both returned 100% unique IPs across their respective runs — no repeats. This is unusual. Most providers start recycling IPs before 200 requests at global targeting. The 46 vs 49 country split between them reflects pool composition at the no-filter global gateway, not a capability difference. Both pools are heavily weighted toward Europe, MENA, and Central Asia in the default configuration.
Top countries in the Oxylabs pool (200 requests, no country filter)
Neither Oxylabs nor Decodo delivered US-majority IPs without an explicit country filter. If your target requires US residential IPs, you must set a country filter — the default global gateway does not prioritize US exits. This matters for e-commerce and streaming targets where US origin is assumed.
3.2 — Benchmark
Success Rates by Bot Protection
What do the real numbers look like against each protection vendor?
Success is defined as HTTP 200 with real HTML content — not a block page, not a challenge, not a redirect loop. Sites were tested at five concurrency levels (c1 through c16). The numbers below aggregate across all concurrency levels. Data source: v3 benchmark report, August 2026.
The Akamai result (43.1%) is misleading as a single number. Akamai's implementation is highly site-specific: Amazon returned 100% success across all concurrency levels. Walmart returned 0%. Both are Akamai. The vendor label tells you what's deployed, not how aggressively it's configured. You need to test your specific targets.
Cloudflare's JS challenge is the differentiator — some sites run it on every request, some only on behavioral signals. At 34.6% overall, Cloudflare is the harder wall for raw residential proxies. Sites that skip the JS challenge pass at much higher rates; the ones that enforce it return 0%.
PerimeterX at 0% is not a fluke and not provider-specific. Behavioral fingerprinting examines mouse movement patterns, canvas fingerprinting, and TLS fingerprint — none of which are affected by IP diversity. Residential proxies with any provider will return 0% on hardened PerimeterX implementations. The solution is JS rendering with browser automation, not better IPs.
Provider comparison — overall success rate across all 61 sites
Decodo data is partial — the 100 MB free trial cap was hit at 18 of 61 sites, and c8/c16 data is missing. The 24.4% figure likely overstates Decodo's full-run performance. Oxylabs and Shifter both ran the complete 61-site suite at all five concurrency levels.
3.3 — Benchmark
Latency & Concurrency
Does scaling up parallel requests hurt success rate or latency?
Overall latency (all requests, success + failure): mean 1,475 ms, median (p50) 1,190 ms, p95 2,910 ms. The p50 is the signal to watch — the median request experience. p95 tells you what the worst 5% of requests look like, which is what determines your timeout configuration in production.
The p50 holds within 50ms from c1 to c16 — 1,238ms at c1, 1,209ms at c16. That is the differentiator. Mean and p95 fluctuate slightly as concurrency increases, but the typical request experience doesn't change meaningfully. This means you can run 16 parallel threads without materially hurting the median job time.
The p95 and max values do grow with concurrency. At c16, p95 hits 3,115ms and individual requests peaked at 10,487ms. Those are tail events — the worst-performing nodes or rate-limited slots flushing through the queue simultaneously. For timeout configuration: set your timeout at 2× p95 for the concurrency level you plan to run. At c16, that's approximately 6s.
RPS scales roughly linearly: 0.31 at c1, 1.95 at c16. That's 6.3× throughput at 16× concurrency — meaning the pool handles parallel load efficiently. Note these are total requests completed (success + failure). At 43.4% success, the effective successful page fetch rate at c16 is approximately 0.85 per second.
Site-level concurrency behavior — selected examples
The site-level view reveals what the aggregate hides. Most sites either hold or fail consistently across concurrency levels. The hard-cliff pattern — high success at c1 then near-zero at c16 — is site-specific, not pool-specific. Workopolis dropped from 100% to 21% at c16 while Amazon held 100% at every level, both through Akamai. Test your specific targets at your planned concurrency before committing to a plan level.
3.4 — Benchmark
Block Rate & Failure Types
What kind of failures are you actually dealing with?
Not all failures are the same. A hard block (403, challenge page, explicit bot-detection response) tells you the site saw the request and refused it — the IP was detected. A timeout or transport error tells you something different: the exit node stalled, or a rate-limit queue is backed up. The ratio between these two failure types tells you more about pool health than the overall success rate does.
Oxylabs has a higher block rate than Shifter (47.8% vs 30.5%), but a much lower timeout rate (9.8% vs 32.8%). This is the meaningful distinction. Oxylabs gets a clean yes/no from the target — either the request goes through or the site explicitly rejects it. Shifter stalls and times out more often, which means flooded nodes, rate-limit queues, or unreliable exit node routing. High timeout rates are operationally worse than high block rates: blocks are fast, predictable, and retryable. Timeouts eat your thread budget and slow your entire scrape.
Block rate by protection vendor — what each row means
Even without bot protection, 35% of requests were blocked. That's rate limiting, geo restrictions, and basic IP reputation filtering — the baseline floor for any residential proxy. Every layer of bot protection adds on top. PerimeterX's 75.1% explicit block rate (with the remaining 24.9% being timeouts) reflects a wall that doesn't negotiate: it detects the behavioral fingerprint, blocks the request, and does it quickly.

How the benchmark was run.
Target sites
61 hand-curated real sites, tagged by bot protection vendor (Akamai, Cloudflare, PerimeterX, none/unknown). No CDN proxies. Real pages with real defenses.
Success definition
HTTP 200 with real HTML content. Block pages, challenge pages, and redirect loops counted as failures even when they return a 200 status code.
Transport
curl_cffi with Chrome 120 TLS fingerprint. Same client for all providers — results are directly comparable. No browser automation for the raw proxy tests.
Harness
Custom Python harness. 20 sessions × 5 concurrency levels (c1, c2, c4, c8, c16). All results stored in SQLite. Total: 936 sweep runs, 37,914 Oxylabs requests.
Pool drain test
200 sequential requests to api.ipify.org per provider. Every egress IP and country recorded individually. No sampling, no extrapolation.

ISP Tests — Not Yet Run
I've tested residential proxies extensively — all the numbers in the Residential tab come from a real benchmark. ISP proxies need a different test setup (different endpoint, different concurrency profile) and I haven't run those numbers yet. I'm planning to run the ISP suite in the next few weeks and will update this tab when the data is in. If you need ISP proxy benchmarks now, Proxyway's annual report has comparative data.
What about sticky sessions?
Sticky sessions also need a separate test. Residential rotating and residential sticky behave differently under concurrency — sticky sessions maintain the same IP for up to 24 hours, changing the block pattern entirely. I'll add sticky session numbers alongside the ISP data.
Key Findings
What I found that nobody else writes about
- IP pool reality: 175M claimed, ~45M routable. The 130M gap represents stale, decommissioned, or double-counted inventory — not fraud. Independent sweeps by Proxyway and others put the live pool around 45M. That's still enormous; just don't build your budget around the headline number.
- PAYG is a trap past 5 GB. At 500 GB/month, PAYG residential costs $4,000–$8,000. The entry subscription drops that to ~$500. Smartproxy's equivalent tier runs ~$150. PAYG is viable for one-time validation only.
- KYC Day 8 geography flag. Turkish IP + Czech company registration triggered manual review. The system flagged the mismatch automatically, with no explanation until I asked support directly. Nobody publishes this.
- Multiple endpoints ≠ more concurrency. A common assumption — confirmed wrong by support. Adding a second endpoint URL does not double your thread allocation. Concurrency is a plan-level setting, not an endpoint count.
- PerimeterX = 0% with raw proxies. Behavioral fingerprinting defeats IP diversity alone. In our 37,914-request benchmark, PerimeterX-protected sites returned exactly 0% success with raw residential proxies. You need the Scraping API with JS rendering to have a chance.
- Dashboard professionalism signal held up. First impression matched substance — endpoint format documented inline with working examples, account manager visible immediately, domain-level usage analytics that are actually useful for diagnosing block patterns overnight.
- Billing support failure. Technical support was excellent. Billing dispute over a PAYG counter reset was never resolved — escalated to a ticket, responded with a policy quote, closed without explanation. The gap between technical and billing support quality is real and significant.

The smart default for teams under $500/month. Self-service residential with no KYC, 100 MB free trial, $4/GB PAYG residential. At 100 GB/month, Decodo's entry subscription runs roughly $200 versus Oxylabs' ~$800 for equivalent bandwidth. Right first proxy provider for teams not yet at scale.
Shifter
The budget residential option — roughly half the cost of Oxylabs with roughly half the success rate in our benchmark (21.1% vs 43.4% across the same 61 real sites). Right for high-volume commodity scraping where IP freshness matters more than success rate on hardened targets.
